Where to apply for a new or renewal permit to carry

You must apply in person at a sheriff's location that issues permits. Minnesota residents must apply in the county where they live. Out of state residents can apply at any sheriff’s office in Minnesota.

Additional requirements for a new or renewal permit to carry

  1. You must complete authorized firearms training prior to, but no more than one year before, applying for a permit to carry. Present both your original training certificate and a readable copy.
  2. Present an original and a readable copy of a government-issued photo identification, or the photo page of a United States passport with proof of residency.
  3. Must be at least 21 years old
  4. Must be a citizen or permanent resident of the United States
  5. Must not be prohibited from possessing firearms

Fees for a new or renewal permit to carry

Cash, check or money orders only. No credit or debit cards. 

  • New permit to carry: $100
  • Renewal permit to carry: $75 (an existing permit to carry can be renewed up to 90 days prior to expiration).
  • Late renewal permit to carry (within 30 days of expiration): $85 ($75 plus $10 late fee). Old permit to carry not valid during the 30 days.
  • A permit to carry more than 31 days expired can no longer be renewed, and we'll process the application as a new permit to carry, at the new permit to carry fee of $100.

The sheriff’s office has 30 days to process and mail a permit to carry, or to deny the application for a permit to carry.

In person: 

Present your current permit to carry and current, valid identification reflecting your new information, and a filled out application (page one only). Pay $10 by check or cash. Permit to carry application (PDF)

By mail:

Complete (page one only), print and sign the permit to carry application. Permit to carry application (PDF)

Mail the completed page one of the permit to carry application, a copy of your current permit to carry card and a copy of your current, valid identification reflecting your new information, with a check for $10 payable to the Hennepin County Sheriff’s Office to:

Where to apply to replace a lost or stolen permit to carry

To replace a lost or stolen permit to carry, go in person to the sheriff’s office that issued the permit. If the Hennepin County Sheriff's Office issued the permit to carry, you can apply for a replacement at one of our permit to carry locations.

Permit to purchase a firearm

If you want a permit to purchase a firearm, you apply for it at your local police department. Minneapolis residents can find more information from the City of Minneapolis gun permit office.

The Hennepin County Sheriff's Office only issues permits to purchase to residents of Greenfield, Hanover, Medicine Lake and Rockford. Apply in person at the Minneapolis, Brooklyn Park, or Spring Park locations. There's no fee for the application. A permit to purchase is valid for one year.
