ISSUE SEVENTY-NINE: June 29, 2009

Sheriff Rich Stanek

Because of the men and women of the Hennepin County Sheriff’s Office have demonstrated consistent safety practices, we have won a Governor’s Safety Award for Meritorious Achievement, awarded through the Minnesota Safety Council. Information on our illness/injury incident rates for 2008 were submitted and compared with state and national data. The Sheriff’s Office showed performance at a level better than the average for our industry.  Ongoing safety programs and activities are also considered. I’d like every employee to see the award so it will be traveling to the units and divisions. It will remain at each location for about a week.  A big thank you and congratulations to each of you for doing your part in winning this award. This achievement demonstrates that you are keeping yourself safe on the job --and you are keeping co-workers and the public safe as well.

The Hennepin County Sheriff’s Water Patrol Unit is offering an ATV Class for youth ages 12 through 15.  This is an in-house opportunity to all HCSO Sheriffs’ Office employee’s and volunteer’s children. This new course will be taught by Water Patrol volunteer special deputies who recently completed their instruction training.  This DNR approved course will allow the 12-15 year old permit holder to operate ATVs over 90cc.  This class has up to 15 openings and will take place on SATURDAY, July 11, 2009 at HCSO Water Patrol Headquarters in Spring Park.  The class will be filled on a first come, first served basis at a cost of $15.00 to the DNR.

The ATV Safety Training Course is presented in two sessions. The first portion of the course is an independent study program available on CD- ROM. This MUST be completed prior to attending the second part of the course, which includes approx.6-8 hrs of classroom and riding instruction. You will not be allowed to participate in the field operating class unless you have first completed the ATV CD-ROM.  The ATV CD-ROM is available by e-mail at info@dnr.state.mn.us or by telephone at (651) 296-6157 or toll free at 1-888-646-6367.  Allow time for shipping.

Students who plan to attend the ATV course should note these restrictions:

You must bring your machine to be tested on.  It must be over 90cc.

Your child must "fit" the machine they are being tested on.  Allowing children to operate machines that do not “fit” their physical stature and strength is illegal and a primary cause of severe accidents and injuries.

Please submit your name, full address, e-mail address, telephone number and full name and age of the youth attending the training.  Email this information to john.piper@co.hennepin.mn.us

When accepted as one of the 15 you will be contacted by E-MAIL. All needed information and details will be sent at that time.

HENNEPIN COUNTY SHERIFF’S OFFICE
ADMINISTRATION DIVISION

Date:      May 11, 2009

To:         All Sheriff's Office Employees

From:     Inspector Martin

Topic:    VOLUNTARY USE OF SPECIAL LEAVE WITHOUT PAY

As you know, Hennepin County is experiencing a budget crisis as never before seen. Millions of dollars need to be cut not only from the Sheriffs Office budget but from the county-wide budget as well.  In one of the very few times in the county’s history, employees are being laid off.  This is truly an unprecedented time for all of us.  In order to achieve budget savings and meet budget reduction targets, Hennepin County is allowing employees to make use of the Special Leave without Pay (SLWOP) program.

The Sheriffs Office is participating in this program and is offering its employees the opportunity to take time off without pay, but still accumulate benefits not normally allowed when using standard Leave without Pay.

This means that your vacation/PTO time, stability pay eligibility and seniority continue to accrue.  The county will also make one contribution toward health and/or Basic Life insurance premiums.  PERA contributions are not paid by you or the county for the time you are on SLWOP.  However, you are able to make a payment to PERA by years’ end, and when you do so, the county will make their PERA employer contribution.  Employees may take up to 160 hours annually, and for this program, time off must be used by December 19, 2009.

Because this is being done as a cost savings initiative, no overtime may be used to fill a position left vacant when using SLWOP and there must not be any additional expense incurred.  You may use SLWOP in increments ranging from 1 hour to 160 hours and, of course, it is subject to approval by Division and Unit Commanders.  Please keep in mind that employees cannot earn comp time and take furlough in the same pay period.  Also, probationary employees will not be allowed to participate in the SLWOP program.

If you are interested in participating in this program please contact your supervisor.  They will work with the Division and Unit Commanders to determine if the time off requested can be allowed without incurring any additional cost.

The SLWOP pay code to use is SLU.

The Hennepin County Sheriff's Office Mission is: "Dedicated to increasing public safety through leadership, integrity and strong partnerships." Our Vision is: "Outstanding public safety through exemplary leadership, dynamic, collaborative partnerships and innovative resource management."
